Abstract
Purpose
Unsafe behavior is a major cause of safety accidents, while in most management measures for unsafe behavior, the construction workers are generally managed as a whole. Therefore, this study aims to propose group management of construction workers' unsafe behavior considering individual characteristics.
Design/methodology/approach
A cognitive process model with ten cognitive factors was constructed based on cognitive safety theory. The questionnaire was developed and validated based on the cognitive model, and the results showed that the questionnaire had good reliability and validity, and the cognitive model fitted well. Latent class analysis was used to classify the unsafe behaviors of construction workers.
Findings
Four categories of cognitive excellent type, cognitive failure type, no fear type and knowingly offending type were obtained. Workers of cognitive excellent type have good cognitive ability and a small tendency for unsafe behaviors. Workers of cognitive failure type have poor cognitive ability and the potential for cognitive failure in all four cognitive links. Workers of no fear type have weak cognitive ability, and cognitive failure may occur in discovering information and choosing coping links. Workers of knowingly offending type have certain cognitive abilities, but cognitive failure may occur in choosing coping link.
Originality/value
This study formulates targeted management measures according to the potential characteristics of these four types and provides scientific theoretical support for the personalized management of unsafe behavior.

Abstract
Purpose
The purpose of this paper is to investigate the tribological effects of laser surface texturing (LST) and residual stress on functional surfaces.
Design/methodology/approach
Three different surface textures (circular dimple, elliptical dimple and groove) with two different textured area ratios (10 and 20 per cent) are designed and fabricated by a Picosecond Nd YAG Laser machine. The friction and wear performance of textured specimens is tested using a UMT-2 friction and wear testing machine in mixed lubrication.
Findings
Test results show that elliptical dimples exhibit the best performance in wear resistance, circular dimples in friction reduction and grooves in stabilization of friction. The surfaces with larger textured area density exhibit better performance in both friction reduction and wear resistance. The improved performance of LST is the coupled effect of surface texture and residual stress.
Originality/value
The findings of this study may provide guidance for optimal design of functional surface textures in reciprocating sliding contacts under mixed or hydrodynamic lubrication, which can be used in automotive and other industrial applications.

Abstract
Purpose
The paper reviews some theoretical approaches that have been adopted for understanding the drivers and achievements of the Chinese professional project and the challenges it faces for the future, as a complement and a contrast to previous histories of China and to studies of other developing economies.
Design/methodology/approach
Based mainly on evaluating the information as obtained from the interviews in mainland China, in Hong Kong and in London reported by Macve (2020), complemented by other published histories.
Findings
China remains a paradox. Since the “reform and open” policy began in 1978 it has been transformed from one of the poorest countries to one of the economically most powerful in just some 40 years. However it remains (per capita) a “developing country”/”emerging economy” and ideologically a Communist country. While the accounting profession in the USA and UK has developed “from the bottom up” over more than a century and a half, the Chinese profession has effectively been created “from the top down” in under 25 years. The paper outlines alternative theorizations of the major stages in this achievement, in the context of the continuing rapid growth of China's economy and its stock markets, and of the overseas expansion of its manufacturing and increasingly service-oriented base.
Research limitations/implications
Space has restricted the analysis here to a general overview. Application of Gramsci's hegemony theory is argued to be inappropriate in the context of understanding China's professional project. Instead, this study is framed within the neo-institutional theory of “linked ecologies” originally developed to examine “Western” developments and extended to the emergence of glocalization, while offering a comparison with related theorization of Russia's post-Communist development. Further theoretical development outside the Western neo-liberal context is called for.
Originality/value
The paper demonstrates how accounting and auditing's development in this globally significant context has differed from that in other developing and transitional economies, reflecting in particular the proactive agency of the state. Given China's economic power, fuller understanding of the interrelated factors shaping its development is important for understanding the likely future shaping of the worldwide profession.

Abstract
Purpose
The climate change effects on agricultural output in different regions of the world and have been debated in the literature of emerging economies. Recently, the agriculture sector has influenced globally through climate change and also hurts all sectors of economies. This study aims to examine and explore the impact of global climate change on agricultural output in China over the period of 1982-2014.
Design/methodology/approach
Different unit root tests including augmented Dickey–Fuller, Phillips–Perron and Kwiatkowski, Phillips, Schmidt and Shin are used to check the order of integration among the study variables. The autoregressive distributed lag (ARDL) bounds testing approach to cointegration and the Johansen cointegration test are applied to assess the association among the study variables with the evidence of long-run and short-run analysis.
Findings
Unit root test estimations confirm that all variables are stationary at the combination of I(0) and I(1). The results show that CO2 emissions have a significant effect on agricultural output in both long-run and short-run analyses, while temperature and rainfall have a negative effect on agricultural output in the long-run. Among other determinants, the land area under cereal crops, fertilizer consumption, and energy consumption have a positive and significant association with agricultural output in both long-run and short-run analysis. The estimated coefficient of the error correction term is also highly significant.
Research limitations/implications
China’s population is multiplying, and in the coming decades, the country will face food safety and security challenges. Possible initiatives are needed to configure the Chinese Government to cope with the adverse effects of climate change on agriculture and ensure adequate food for the growing population. In concise, the analysis specifies that legislators and policy experts should spot that the climate change would transmute the total output factors, accordingly a county or regional specific and crop-specific total factor of production pattern adaptation is indorsed.
Originality/value
The present empirical study is the first, to the best of the authors’ knowledge, to investigate the impact of global climate change on agricultural output in China by using ARDL bounds testing approach to cointegration and Johansen cointegration test.

Abstract
Purpose
The e-Government has a potential to entrench Good Governance in Pakistan. However, this technology could not be successfully developed and implemented in public sector – despite of efforts made by the Government. Consequently, public sector is suffering from bad Governance, which ultimately affects the Governance as well as e-Government ranking of Pakistan in the globe – as indicated by the UN surveys and other relevant indices. This paper aims to propose a novel techno-policy framework for its successful implementation by considering all relevant critical success factors (CSFs) and determining their relative importance from policymakers’ perspective. Further, it aims to excerpt the root causes of e-Government failure in Pakistan and to derive valuable policy implications for its success in the public sector.
Design/methodology/approach
The techno-policy framework was developed by identifying all the CSFs and assimilating them by deploying the analytic hierarchy process (AHP) approach. The survey instrument was designed to compare all the CSFs on the basis of AHP scale and to collect the socio-demographic data. An interview based survey of all the concerned stakeholders was conducted to know their perspective about the proposed framework and to determine their relative importance about all the CSFs. Finally, the empirical estimations were performed by using the Expert-Choice decision-making system.
Findings
The analysis of empirical results depicts that among CSFs’ main-categories – Governance is the most important; whereas, the Management and Resources are relatively more important; however, the Socio-Economics is relatively less important for the e-Government success in Pakistan. Further, among CSFs’ sub-categories – Political, Managerial, Legislative, Non-Technical, and Technical are relatively more important than Social, Economic, and Scope for the e-Government success in Pakistan. Lastly, among all CSFs – Political Stability, Managerial Strategy, ICT Policies, Funding, Portal Technology, Education & Skills, Cost, and Autonomy are the most important factors of their respective categories, and which can positively affect the e-Government success in Pakistan.
Research limitations/implications
This study fills the gap caused by paucity of literature in terms of empirical based techno-policy research in the e-Government domain – from implementation perspective. Further, it serves as a prototype for the prospective researchers, who aim to conduct policy oriented research toward e-Government development in their respective regions.
Practical implications
The key findings, policy implications & recommendations of this study are quite valuable and of practical significance for the government, policymakers, practitioners, researchers and all the concerned stakeholders and beneficiaries. Further, this study paves a way forward toward entrenching the Good Governance in Pakistan.
Originality/value
This study contributes in several ways. It highlights the significance of e-Government as a technology for attaining Good Governance in Pakistan. Further, it presents consolidated view of all the concerned stakeholders toward the successful implementation of all e-Government programs in Pakistan. Finally, it provides a guideline for the government agencies to formulate their e-Government policy and strategy as per the needs of all stakeholders in Pakistan.
